This checklist is designed to assist you in determining whether your organisation/project is eligible to receive match funding from the Foundation. If you answer 'NO' to any of the following questions then your project/organisation is not eligible, and we would strongly recommend that you do not apply for match funding at this time. What is private investment?

  • Private investment is classified as either commercial sponsorship or an individual donation from a private investor(s).
  • The minimum amount of private investment the Foundation will match is £50,001 for capital projects, and/or £50,001 per annum for revenue projects.
  • Private investors & sponsors can include private companies, individuals, charitable foundations and other private sector organisations. The Foundation cannot match funds that are sourced from the applicant's own reserves, fundraising or loans (secured or members).
  • We cannot match funding from charities, professional trade associations or agencies who receive more than a quarter of their income from public funds (such as local authorities, etc).
  • Any privately invested funds must be considered "new money" by the Foundation - in other words, it must be money which the private investor has not put into grass roots sport before. Either the private investor must not have sponsored community sports in England before, or, if they have done so, the amount they are putting in must be an increase on any previous investment made. The fundamental aim of the Foundation is to encourage new private investment into community sport, rather than just matching any existing investment.
  • We will not match funds from tobacco or alcohol companies

What is an eligible organisation?

Your organisation must be a non-profit distributing body and be properly constituted (i.e. it has to have a constitution, or memorandum and articles of association or rules). All applicants who fall within this category can apply for funding, including governing bodies, sports clubs, charities, local authorities, county sports partnerships, social enterprises, and voluntary organisations.

What are the objectives of the Foundation in 2008/2009?

The National Sports Foundation, which is funded and administered by Sport England, will consider match funding projects that meet with Sport England's Strategy 2008 - 2011. Projects that address the outcomes of Grow, Sustain, Excel will be eligible for consideration. These outcomes are explained below:

Grow

Increasing regular* participation in sport by 200,000 adults per annum (1m in total by 2012/13) and working with Youth Sport Trust to enable young people to access at least 5 hours of sport a week.

*Regular is defined as three session of moderate intensity sport each week.

Sustain

Sustaining current participation in sport by ensuring that participants have a high quality experience and working to reduce the "drop-off" in sports participation between 16 and 18.

Excel

Developing and accelerating talent. By investing in individual sports, making sure that many more talented performers move onto elite programmes and sporting success.

In addition to the above Outcomes, match funding projects which deliver one or more of the following will be considered:

  • Increased participation in sporting activity, with a strong focus on under-represented groups*
  • Increased club membership
  • Increased numbers of qualified and active coaches delivering instruction in sport
  • Increase numbers of active volunteers supporting community sport

*Under-represented groups - young people, women and girls, people with disabilities, over 45's, black and minority ethnic groups, socially and economically disadvantaged groups.

There are three priority funding themes for 2008-2009:

  • Fit for Sport - projects to improve both physical and human infrastructure for community clubs. This will include investing in clubs, coaches and volunteers in local communities
  • 2012 Kids - building on the success of the Olympics, projects to encourage children and young people to take up sport; and
  • Women into Sport - projects to increase female participation in sport, including providing coaching and support for female teams

What is mandatory documentation?

Mandatory documentation must be submitted with your application. Applications received without the following information will be considered ineligible:

  • Your constitution or memorandum of association/articles of association or trust deed (this does not apply to statutory authorities or state funded educational institutions)
  • Most recent signed and approved annual accounts (this does not apply to statutory authorities or state funded educational institutions)
  • Evidence of your other sources of funding
  • Evidence of freehold, leasehold or licence (capital projects only)
  • Detailed planning permission (capital projects only)

What will working with the Foundation entail?

'In Principle' support represents the Award Panel's recognition of a project's potential and their desire to see it being further developed. Projects receiving 'In Principle' support will work with the Foundation to produce an Action Plan. The Action Plan provides a framework for project development and is organised under broad headings. For example, sports development, construction, design and management standards, staffing and recruitment, monitoring and evaluation. Satisfactory completion of the Action Plan is required in order to proceed to a final funding decision.

'In Principle' support does not:

  • constitute any representation on the part of the Awards Panel that an Award will ultimately be forthcoming
  • represent on the part of the Awards Panel a financial commitment

Specifically, the Foundation reserves the right to withdraw 'In Principle' support as there may be material changes to a project which compromises our potential investment. For example, loss of partnership funding; detailed planning permission is not forthcoming; timescales are slipping significantly; costs rise substantially.
